This is a very cute Early American Pattern Glass sugar bowl in amber glass in the Stars & Bars pattern made by the Bellaire Goblet Company of Findlay, Ohio. The amber glass sugar measures only 3" in height which leads me to believe it is a child's or doll sugar bowl. Condition is excellent with no chips or cracks. A nice piece of Findlay glass.
